I am experiencing a problem with Google Play in my Android phone. When I download new apps from the Play Store, it completes 100% and then shows me an error:
(unknown Error code during application install:'919')
Back out of the screen and select “Download Manager” (May also be listed as “Downloads”). Select “ Clear cache ” and “ Clear data “. Also clear data for “ Google Services Framework “, “ Google Apps “, “ Google Hangouts “, and “ Checkin Service “. Undoubtedly this is because of the new release, but I cannot download the game at all due to an error 194. Internet says to try deleting the data.

Converted from my comment on the question itself:
According to a post on StackOverflow, this is most likely a network issue. In his answer there, Vignesh writes:

Its due to wifi restriction, when i connect the internet through my service provider its working fine. Able to install any application.

I was getting the same thing when updating apps. Tried over wifi and service provider network same thing was not with just one app all apps that were set to up date even google apps. I cleared the cache and it seems to be working fine now settings/app manager/googleplaystore/clear cache
I Know its already answered but this answer may help to fix it and help someone. source link
Method 1
Check your phone memory, how much is free. You can transfer your apps to sd card through ‘apps2sd/app manager’ (free). Clear your cache and data now. For this, follow these steps:
- Go to menu>settings
- Go to Application and then press manage application.
- Now select google play.
- Then you have to click on clear cache.
- After that come to the home screen.
- Go to
download manager
. - Select clear data.
- Once you clear the data the problem will resolved.
Method 2
If your problem isn’t solved by using method 1, try using a different internet connection than you’ve used previously. It means, if you are using your mobile data to download and install or update the apps, you can try using your wi-fi network, or vice-versa. This method is reported to work in most of the devices by the users.
Method 3
Change your APN (access point name) settings:
- Go to menu > settings > wireless and networks > mobile networks > access point names.
- Edit APN settings as one of your friend’s APN in the same carrier.
The method 1 is the most commonly used, and you can try it first and in case it doesn’t work, you can try those which are given underneath.

Windows Update stuck at 0%, is not downloading. Metro Apps don't update. 100% active time in disk. /r/techsupport couldn't help me, trying here...
So, this issue is killing me. I have a brand new laptop which came with Windows 8. I have 69 updates to install. I have tried installing one by one and all at the same time. It doesn't matter, they don't install. It always says 0KB downloaded, 0%.
I have tried resetting the computer but this issue is here from the beginning so resetting doesn't help.
I've used Trouble Shooter but it didn't fix the issue (although it fixed others related to Windows Update). I want to have my laptop updated and I don't mind metro apps really but the biggest problem is that this is causing a 100% disk usage problem. If I boot up in safe mode I don't have this disk issue. I know the issue is related to Windows Update because I can see that the SoftwareDistribution folder is constantly being accessed and that folder is where the updates are downloaded AFAIK. In safe mode Windows Update is disabled and that's why I don't get the problem (disk active time is between 0 and 20% usually). When I open the Resource Monitor in safe mode those folders and files are not accessed therefore I can confirm that the disk problem is due to Windows Update malfunctioning.
Anyway, do you have any idea of what I can do to fix this issue? I've posted similar posts in different sites and I got replies from people with similar problems (Windows Update not downloading and 100% time active disk) and they said it was fixed automatically after a while so I'm hoping the same happens to me. They suspected that there was something wrong and that Windows was trying to fix it before letting new updates come. I don't know. I hope it fixes itself automatically...
Edit: I believe it's fixed. The solution in my case was not removing Download nor SoftwareDistribution. If you leave Windows Update open 'doing nothing' you can check in Resource Manager that is not downloading, however it's constantly doing things in that folder. Therefore, I believe the updates were downloaded and Windows was doing something with them. So I decided (others suggested it too) to just leave it on and see if it worked. After more than an hour (67 updates) the first update has started to install. In all this time I was always seeing the 0Kb downloaded, so if you're having this error I suggest you to take a look in Resource Monitor, if the folder called SoftwareDistribution is constantly being accessed to when you're 'downloading the updates' then just leave it on for a while (this may be hours depending of the amount of updates) and it will start installing eventually.
