If your CD Player is MP3 compatible...you can create a Data CD that will play.

A Data CD is limited by file size...so you can burn lots of MP3s on a Data Disk.
If the MP3s average 5 MBs each...you could burn well over 100 tunes on a CD.
An Audio (Music) CD is limited by Duration so you have to look at minutes on
the CD. I have one here that says... 80 Minutes - 700 MBs If tunes average
4 minutes...about 20 tunes per CD.
Is there a way to download an audio file, such as a mp3-file or a Quicktime-file from the iOS Safari browser to the device so I could listen to it later when I'm offline? Is there a way I should program the web site to make this possible?
I'm not looking for an additional app to help me achieve this.

No. This is not possible at this time without using a third party app. I use GoodReader for this—and other—tasks.
Go to the appstore and look for free music downloading apps. There's plenty of options
